This blouse is knitted from the bottom up.
The ruffle is knitted first, vertically across, using short rows.
In this pattern, the “wrap and turn” technique is used, but you can use the technique you’re most comfortable with.
After knitting the ruffle you pick up stitches from the top edge of the ruffle, to knit the rest of the blouse.
In the neck, this blouse has a split, which is closed with a button.
