This is not a dropped stitch. It is a Yarn Over using both needles and twisting the stitch in the process.

In her book Walker Phillips gives plenty examples of how to play with this stitch (and others) and create an intricate lace fabric made up of stitches of our own invention.

This book was written in the 1970’s and advocates knitting as an artform and the knitter as a skilled, free spirit.
