LionBrand.com Notes:

Shrug is made in 2 pieces: an Upper Half and a Lower Half. Each half consists of half of each sleeve and a center section. The center section of the Upper Half forms the shoulders and collar. The center section of the Lower Half forms the back and sides.

The Upper and Lower Halves are joined along the long straight edges. A 3-needle bind off is used to provide stability. Cuffs are then worked across the end of each sleeve, and the side and sleeve seams sewn. The shorter straight edges of the Upper and Lower Halves form the front opening.
