Update: Yes and yes. I modified the pattern as such: I used a magic loop to start, used a 4mm hook with worsted weight yarn to get the proper size, and began with 7 stitches instead of 9. Obviously, I eliminated the cuff and instead worked one round of dc in a contrast colour.
