The original instructions have you do a long-tail cast on, then bind off, before picking up stitches for the frill. It’s easier to begin with a provisional cast-on, work to one frill end of the scarf, then remove the provisional cast-on and finish the other frill. Skills required include twisted stitches, patterning on both right and wrong sides, and chart reading. Despite its complex and delicate appearance, there are relatively few stitch symbols, and they all appear in the first two pattern rows, which are then repeated in various combinations.
