This pattern can be found in issue 12 of Laine Magazine.

Rues de Paris Sweater is a seamless pullover featuring a simple but striking tuck pattern. It is knitted flat and in the rnd from the top down. The main fabric is made out of three strands of lace weight yarn: two of silk mohair yarn and one strand of merino wool yarn. The garment is finished neatly by a little shawl collar of garter stitch. The cast-on row runs sideways from cuff to cuff. The back from shoulders to underarms is knitted first then put on hold to pick up the fronts. The side seams of the sleeves are closed by a 3-Needle Bind-Off, then the body is knitted in the rnd. The shawl collar is knitted sideways in garter stitch.
