This is the statement shrug you have been looking for: dramatic sleeves joined to a backless shrug. The sleeves are knit bottom-up, starting with an i-cord around your wrist. They are held together by a steel chain at the neck and two i-cords to adjust the fit at the lower back.

The sizes will fit 18 (20, 22)cm wrist circumference, but the pattern is easily adjustable to a larger or smaller size.
