Worked from the top down; raglan bodice is worked in the round, pineapple lace peplum is worked in rows, joined. Easily modified to suit your needs; add long sleeves, fancy edging, longer bodice, longer peplum (hello, dress!), etc.

Yarn: Hello Stella Fibres DK, or equivalent.

Note: My testers used a wide range of sizes to obtain gauge - particularly the row gauge was difficult for some to obtain. They got around this by adding body rounds.
