From the magazine:

Worked in the round, this A-line sweater gets its ombre effect from gradually blending four different shades—three blue and one neutral—among three strands of Angel held together. The collar rolls casually courtesy of an unfinished stockinette-stitch edge; the set in sleeves, which gradually widen, feature garter-stitch edges, as does the bottom border.
