This top is knit top down, starting at the top of the shoulders with a provisional cast on. You will then first work the back and then the front separately until you can join them under the arm. Short rows are used for shaping the neckline and the sleeves. From under the armhole, the top is worked in the round to desired length. The neckline will then be knit from the provisional cast on stitches. Both the neckband and the sleeves are only a few rounds of 1x1 ribbing.
The top is equally wide from top to bottom so the finished bust circumference is also the circumference at the bottom of the top.

In my opinion everyone can knit all patterns, after all it is just one stitch at a time. However, this pattern requires you to be able to calculate where to start in the lace chart for ever short row turn you make, so keep that in mind.
