This pattern is available for free.

For a snug fit i knit 13 inches between the loop and the other cinched-in spot. For a regular size neck I knit 14 inches between and for a large neck I knit 15 inches between.
I used the US 7 needle for all but the Lion Brand Amazing yarn which I went up one size to a US 8.
