This pattern is about an average ladies size Medium. Changes in size can be done with either increasing or decreasing hook size, or yarn weight.

Examples:

For a Ladies Large (or Mens) - Go up a hook size 6.00mm
For a child’s size - Go down a hook size or two to 5.00mm, or 4.50mm

And so on. Refer to your yarn packaging for the size of hook required when deciding to go up or down in weight. The above suggestions are all for a weight 4 yarn.
