Abbreviations:
ch = chain
sl.st. = slip stitch
dc = double crochet
fdc = foundation double crochet

Instructions:

Start with 20 fdc.
Or create a slip knot and chain 22, turn your work and create 19 dc, starting in the third chain from the hook.

Foundation Double Crochet (fdc):

Create a slip knot and chain 4.
Yarn over and insert your hook in the first chain and pull up a loop. You now have 3 loops on your hook. Yarn over and pull through one loop (this loop counts as the chain stitch). You still have 3 loops on your hook.
