Pattern uses the foundation row double crochet. To increase/decrease the size, simply add/subtract stitches from the foundation row. Most of the pattern is herringbone half-double crochet worked in the round, and topped off with front and back post double crochets to make the cuff.

Pattern only needs one skein of Loops & Threads Charisma yarn and a K hook.
