From Pattern:

“You don’t have to be Tiger Woods to knit this scarf. We have to admit we stole the idea from a two-year-old named Olivia who came into the store one day with her mom wearing a neck wrap like this on. The scarf is small, so it doesn’t get in the way or add bulk, but it’s warm and stylish for any age. We loved the design so much that we created our own, choosing a luxurious hand-dyed angora. Since it takes only one skein and knits up in no time, we’ve made tons of these scarves as gifts. Do explain that the hole is there on purpose; it allows the wearer to pull one end through so the scarf fits snugly around her neck.”
