The Hoot cowl is just so adorable.
Knitted in the round, as shown here with the perfect yarn for it, a squishy soft tube that actually stands up so it shows the cute owl pattern all around, which is done with a simple stranded method in two contrasting colors.

The pattern is fully written, has a chart and a how to catch the floats for a neater inside finish video link.
The size is 21.5“ in circumference and 6“ in height.

Yarn
Tubular, a tubular Polyamide yarn filled with soft cotton in a aran weight. 60 yards a skein, 50 grams, each, perfect for the project.

Notions needed
US size 9 (5.5 mm) circular needle 16”
(41 cm) in length.
1 Stitch marker.
Darning needle or crochet hook for finishing.

Gauge. 16 sts and 19 rows in 4” of stockinette stitch.

Techniques applied
