You will need a 16” needle for the body which is knit flat.
You will need a 60” circular needle to knit the ruffle in the round.

This is a no-sew project. You knit each square onto previous squares until you have the desired size. If you do not want to add the ruffle, you can finish the edges with a crochet trim or an i-cord edging for a tidy finish.
