This pattern is available for free.

This pattern is a basic single and double crochet creation. The pattern includes only the basic instructions to complete. Although it only requires two relatively simple stitches, you will need to know how to switch colors, create trim, and tie off.

This pattern will fit a men’s small/medium snugly and stops around a high natural waist line.

Essentially, you will need to keep your pattern an even number of stitches to achieve the ‘v’ neck collar. Your waistband width will determine how wide your garment will be, the cat pattern can repeated as many times across as needed to create this effect no matter the size of the vest. You will need to buy more yarn if you increase the size of this vest.

Edit: This is a sweater vest pattern I created to fit the kitty pattern. The source of the kitty pattern I used is linked in my png document. Hope this helps with any questions you may have :-)
