The pattern is worked starting with Part I, Section A, that is knitted in 2 halves, the same color. Then knitting one garter ridge of trim. That is followed by Section B, which is also knitted in 2 halves of different color. This process is repeated until there are 5 of Section A and 4 of Section B, that are joined by a garter ridge of trim. To finish Part I, pick up stitched from the selvage of Section B, and knit Section C.
Part II a is joining Section D, E, F, Eyelet Spoke #1 with trim to the matching color of Section A. Using the wyif, sl1+slf on RS then K2tog on WS (shown on page 3.) Part II b, the joining of Eyelet Spoke #2, Section G and H. Uses SSK on WS, then on RS, wyif, sl1, wyib on RS. These two different steps are very important. When working the s1f, it seems awkward, but the end result gives a very nice chain stitch edge.
It is also helpful to place a removable stitch marker in the selvage edge of Part 1, when working Part 2. Moving the marker to next selvage, as you work a crossed the selvage edge of Part 1. This helps you keep track of the next joining point.
While working Eyelet spoke, G and H of Part 2, the yarn ends will be on the right side of work. Which is strange, just use darning needle to bring to the wrong side and weave in as usual.
