dec - decrease; 

ss - shift stitch; 

BLO - back loops only; 

sl st - slip stitch; 

MR - magic ring. 

shift stitch - an extra stitch(es) that are either added or undone at the end of a round to make the work look symmetrical. The added stitch(es) isn’t counted as part of the round. Move the stitch marker after ss.
