Morning Dew is a triangular shawl knitted top-down from the centre. It has some kind of a tails on the border with beads on the very end of it to imitate the Morning Dew drops. Those tails are made using crochet hook, so you will need to know basics of crochet to make those (Chain, slip-stitch).

Pattern has both - written instructions and charts for body and border.

The size is absolutely adjustable by increasing or decreasing the amount of pattern repeats.

The gauge though is not crucial for this shawl, so you can use any lace weight yarn that would work with the beads you choose.

You will need about 10g of beads for the original size shawl. Of course, if you increase the pattern repeats - you will need more beads. I would recommend using size #8 and bigger seed beads for this shawl. Also you will need a tiny crochet hook (at least US 14 or smaller) for placing beads on the shawl.

However, the beads are important for this design, of course you can ignore the bead part if you want to.
