It is knit in the round with a tubular cast on using either a regular 1x1 tubular cast on in the round or an Italian 1x1 tubular cast on in the round.

Construction
This is a hat that is knitted in the round with a tubular or Italian tubular cast on, and finished with either a 3 needle bind off or by running the yarn tail through the remaining 7 sts and ending off. The hat can be fitted by knitting 2 repeats of the basic cable
pattern or slouchy by knitting 3 pattern sets before the final decrease pattern.
This will fit head circumferences from 19 inches to 22 inches (48.25 to 56 cm) (Size 1).
If you need a smaller hat for a 16 to 19 inch (40.5 to 48.25 cm) head, use size 3 US or 3.25 mm needles. If you are knitting for a head larger than 22 inches (Size 2), add 2 stitches for each of the 7 pattern repeats in the round for a total of 154 stitches cast on
and knit 2 stitches between each of the 7 pattern repeats in the round.
