The technique here is the same as the folded over sweater collars or hat ribbing. The technique is fully explained in the pattern. The stitch count is optional. One can make it bigger by adding more stitches. The top and bottom edges are designed to roll; it is a major feature of the cowl.

The yarns are actually Caron Simply Soft Party Snow Sparkle and Silver Sparkle and Ice Eyelash Glitz Optical White from Yarn Paradise. These aren’t listed as yarn choices so I had to choose one Caron Simply Soft one that was available.
