Welcome winter cowl is one size pattern, worked from the top down. Still, the pattern is very easy to divert to meet your preferences considering your personal size. You just need to add or reduce the amount of stitches in the middle front and middle back and/or you can make few more increasing rows on the shoulders. You can also adjust the length of the garment.

GAUGE
15 stitches and 22 rows in stockinette stitch is 10 X 10 cm 4 X 4 inches after blocking

NEEDLE
Double pointed needles or 40 cm 16 ” circular needles 6 mm or 7 mm US10
Circular needles 6 mm or 7 mm US10/ 60 cm 24”

MATERIALS
You need 150 g (3 skeins) of Børstet Uld from Hjertegarn (57%wool, 25% alpaca, 18% nylon, 50 g = 150 m 164 yds).

Tapestry needle, 5 stitch markers.

There seems to be some unclear expressions/mistakes on the pattern section dealing with short rows. Here is a CORRECTION:

Row 3: K19, purl the next wrapped sts and the binding yarn together, work 7 sts as they appear, w&t.
Row 4: Work sts as they appear in total 27 sts, knit the next wrapped sts and the binding yarn tog, work 7 sts as they appear, w&t.
Row 5: Work sts as they appear in total 35 sts, purl the next wrapped sts and the binding yarn tog, work 7 sts as they appear, w&t.
Row 6: Work sts as they appear in total 43 sts, knit the next wrapped sts and the binding yarn tog, work 7 sts as they appear, w&t.
Row 7: Work sts as they appear until you reach the beginning of the row mark.
Row 8: Work sts as they appear, remember to k wrapped sts tog.
