I’ve had a few questions about row 15 in the head.
You will cast off (bind off) most of the stitches during row 15. So Sl1, p4, gives you 5 sts, then you are doing lots of decreases which are bound off.
“P1, P2Tog, PPSO” means purl 1, purl next 2 together, pass the previous stitch over - so, pass the p1 stitch over the p2tog stitch as though you were binding off.
When you finish the row you will have 5 sts, then a big gap, then 5 sts on your needle. On row 16 you will pick up stitches along the bound off edge.
