For my youngest granddaughter, who will be 4 in December.
Started with size 5. Cast on 100 st. size small.
Switched to size 6 needles after seed stitch band. I will add pom poms later.

These lollipop hats are stretchy so there is not too much difference between the child size large, medium, and small.
