at the end of the last row o not turn work but rotate 90 degreea, pick up and knit one stich in each of the 9 garter ridge, turn and knit three stitches in the cast one edge ( 15 sts)

Set up Row 1:
(wrong side) ktb, k13, ktb (15 sts)
Set up Row 2:
ktb, (k,ml)x6, k, (mr,k)x6, ktb (27 sts)
Set up Row 3:
ktb, k, ml, knit to the last 3 stitches, k, ml, k, ktb (29 sts)

Row 1 : ktb, k1, ml, k1, knit to last two stitches, mr, k1, ktb (31 sts)
Row 2 : (Wrong Side Row – and all wrong side rows in this section) ktb, k1, ml, knit to last two stitches, mr, k1, ktb (33 sts)
Pepeat Row 1 and 2, until you have 245 stitches ending with a wrong side row.
