Knit downwards a couple of cm
Skirt:
Round 1: k1, YO
Round 2: k1, knit st though back loop
Round 3-5: K
Round 6: k2, YO
Round 7: k2, knit st though back loop
Round 8-10: k
Round 11: Purl
Round 12:Knit
Round 13: Purl
BO

Pick up from provisional CO. Knit a couple of cm upwards. Divide: 14 sts for front, 14 for back, knit flat.
Decrease 1 st on each side every second row 4 times. Bind off purlwise. Sew on ribbon. Tie ribbon around tummy.

The doll in the picture has had her hear cut by the 5 year old owner. The dress was a big hit.
