I cast on 90 st and an 8 row picot hem. The border is an 8 st repeat plus 2 edge st.
I picked up the cast on st in pink and knit the wrong side row to give the ridge. St st 2 rows, knit the doggie border, then 7 rows st st. Decreased over 2 rows, the knit bodice as normal.
