This bear, Robin, is named after my other sister. The yellow yarn for her panties came from a Ralph Loren Sweater. The green in her dress came from a Express sweater.

Skirt bottom is:
2 purl ridge rows (in the round - k1 row, p1row, K1 row, p1row)

next row YO, K2TOG, YO around to end (if I made a mistake and have an uneven # of stitches then for last few stitches I just YO, k1, YO)

Then 2 more purl ridge rows and bind off on the purl row.
