I used a J hook and one strand of the bulky Bernat Maker Home Dec yarn. My bag is about 14” in diameter. I made a 3” band to connect the circle because I wanted the bag to open easily. I counted down 7 stitches on either side of the handles and attached the band in the 8th stitch on both sides. I like tassels for the looks, but my preference is to leave them off as I’m clutzy and I often get them caught on door handles and other things! So my bag is sans tassel.
