Made the 18-2 years size.

Skipped the cuff. Did 35 sc around, then did sc, ch2, skip sc, sc in next sc around, then sc in each stitch around.

Instead of a ribbon or chain, i used a bit of elastic, should help keep them on wiggly toes.
