I enlarged the schematic and tracked the number of stitches on the sides of the pieces. Block 9 refers back to the instructions for block 8, but the number of stitches that you begin with is different. There will not be 72 stitches but 67 on your needle.

The purl bind off for the neck leaves a nice edge. I am not so sure I would use it on the bottom edging. It made the bottom pull in. Also, I could not pick-up the number of stitches suggested for the neck or the bottom. There are just not enough loops to create that many stitches.
