I’m having too much trouble uploading the pattern to the Ravelry library so here it is for your enjoyment.

You will need:
Worsted weight yarn, approximately 200 yards
Size 7 and 8, 40” circular needle for magic loop knitting or 16” circular
4.5mm crochet hook if you choose the provisional cast on, or a spare circular needle for casting on to the cable.

You can make the cowl larger by adding stitches in multiples of 3 or smaller by subracting in multiples of 3.
With working yarn, (leave about 8” of tail to close up the first round later) begin knitting from the provisional cast on while working flat. At the end of this row, join in the round being careful not to twist the stitches.
Border:
Knit 6 rounds Purl 1 round Knit 6 rounds
For the next round, unzip the provisional cast on and place those live stitches a few at a time on a spare needle. At the line of purl stitches, fold the work over so the live stitches line up with the provisional stitches and both needles are parallel, stockinette side facing out. Knit 1 stitch from needle closest to you together with the first stitch on the provisional stitches, as one stitch. Continue picking up a stitch from the working needle with a stitch from the provisional needle and knit them together until you reach the end of the round. The border will be folded over and connected making a double thick fabric.
CHANGE TO SIZE 8 NEEDLES
Keep your stitches loose. If you are a tight knitter you will find it difficult to knit round 3.
Begin pattern:
Round 1: knit to end of round Round 2: knit to end of round
Round 3: Slip two stitches TOGETHER as if to knit two together, but return to left needle (holding needles tip to tip when slipping them back to the left so the two stitches on the right needle change position). Now together with the third stitch on the left needle, knit 3 together through the back loop pulling it loose, do not remove from left needle, into same 3 stitches, yarn over, and knit another stitch in the same 3 stitches. Do not remove the stitches from the left needle until all three loops are on your

right needle. Repeat this to the end of the round.
Round 4: knit to end of round
Knit for 7 repeats of the pattern or your desired length.
Knit 1 round. Mark the first stitch with a locking stitch marker so you can find it when sewing the border.
Border:
CHANGE TO SIZE 7 NEEDLES
Knit 6 rounds Purl 1 round Knit 6 rounds
Bind off all stitches loosely. Fold work to inside and sew the bound off edge to the purl bumps corresponding to the first round of the border stitches starting with the marked stitch. Then go back to the beginning border and stitch together the first round that was knitted flat using the extra tail length from the cast on. Weave in ends and block if necessary
