This may be one of the most beautiful knits I have ever done.

I would definitely say that this pattern is for the experienced knitter. It assumes that you know a lot of basic knitting skills - knitting a selvedge stitch on the side before starting patterning, deciphering a stitch chart, keeping track of where you are in the pattern as the charts and directions are not on the same page, etc. Also the key to the cables is a little confusing as the K2tog/psso and the twisted sts are the same symbol. All fine if you have knit many complicated patterns, but I would not recommend it for someone who has little experience.
