I did a provisional cast on over a 4 mm needle using a crochet hook. After knitting ~4.75” I removed my waste yarn I fold the edges together and knit the two edges together.

I then changed to 4.5 mm needles.

After knitting 6 inches from the folded edge I did my decreases as follows:
Row 1 :K1, SSK, knit to 3 stitches before next marker, K2tog,K1, sm repeat to end of row.
Row 2: Knit
I decrease to 4 stitches, then knit an Icord . I attached a tassle to the end of the Icord.
