Outside rounds:

Work 3 tr in to corner space, 3 dc into center space, 3 tr in next corner space, ch 2, 3 dc in same space. Work 3 dc in each space until your reach the corner. In the corner, work 3 dc, ch 2, 3 tr. 3 dc in middle space of short edge. In next corner, work 3 tr, ch 2, 2 dc. Continue working 3 dc in each space, finishing by working 3 dc in same space as starting 3 tr., hdc in top of 1st tr (replaces ch 2). Fasten off. Turn work. There should be 3 sets of clusters on the short edges, and 8 sets of clusters on the long edges.
