Toe:
Turkish CO 13. Lifted Inc every other row to 31 st ea needle. (17 rows)

Foot:
Work chart 6 times on top needle, stockinette sole

Gusset:
Rnd 1: N1 - K1, LLI, k to 1 st before end of needle, LLR, k1, N2 - kte in pattern
Rnd 2: Knit all
Repeat Rounds 1 and 2, alternating
until you have 85 total stitches with 53 on the heel needle

Heel Turn:
K to 18 before the end of the needle, m1L, shadow wrap and turn.
Row 2: P to 18 sts before the end of the needle, m1r(p), shadow wrap and turn.
Row 3: K to 2 sts before the double stitch created by the GSR on the row before last, m1l, shadow wrap and turn.
Row 4: P to 2 sts before the double stitch created by the GSR on the row before last, m1r(p), shadow wrap and turn.
Repeat Rows 3 and 4, alternating 5 times
you now have 97 total stitches with 65 on heel needle.
Knit across all heel stitches treating shadow wrapped doubles as single stitches. Knit in pattern across instep.

Heel Flap:
Row 1: Knit to 18 sts before the end of the needle, ssk, turn work.
Row 2: Sl1, p to 18 sts before the end of the needle, p2tog, turn work.
Row 3: (Sl1, k1) to 2 sts before the gap, sl1, ssk, turn work.
Row 4: Sl1, p to 1 st before the gap, p2tog, turn work.
Repeat Rows 3 and 4, alternating, until there is just 1 st outside the gap, at each end of the needle.

Final Row/Round: (Sl1, k1) to 2 sts before the gap, sl1, ssk, DO NOT TURN THE WORK - you still have one extra stitch on the right side of the heel, and you will k2t on the way back around.
Leg:
Work pattern on both needles, beginning on the heel needle where it makes sense pattern wise so that you are on the same row in both front and back. If you began the gusset increases on a R1, you should be on R6 on the front needle and can do the 2 setup rows on the back needle being in sync with R1. Do 6 pattern repeats

Cuff
on first row of cuff, begin with a p1 so it continues the pattern. increase 1 in the center purl to get an even number of stitches

The chart is for a 31 stitch each needle. It would be very simple to make it larger by increasing the purl columns outside the center pattern from 2 to 3 or even 4 on each side to make 33 or 35 stitches on each needle. To make it smaller, remove a column of twists and adjust.
