From advice I gave another SALler:
it’s a weird weird chart. The #1 stitch for the cuff is a non-stitch, and 2 thru 31 are actually 1 thru 30. The red outlined part is the foot chart (and has 1 - 30) the cuff part is row 33-64.
You should repeat rows 1-32 over the top 30 stitches until your foot is long enough to begin the heel. After the heel is completed switch to rows 33-64, but continuing from the same place you left off. Renumber 33-64 as 1-32, move last stitches to other needle (hence the shadowed #1 stitch in the cuff rows) since several rows have a stitch that crosses over on the edges,and work it on both front and back of the cuff.

I ended up putting the lattice stitches all together at the end of each needle. The chart needs to be split into center and lattice. This way the toe and top share the center, and the lattice is extended to 12 stitches covering the sides. The knitter should be instructed to arrange the stitches so that lattice stitches are on one needle not 2 keeping track separately of start of row.
This sock at 8spi is no way stretchy enough for the advertised size 8 and I have troubles getting the leg over my (large) heel/instep, but because I added my achilles heel gusset, it fits like a hug once on.
I used GSR thru back loop for the short rows, as an experiment, and I hate it. This note is to remind me not to do that again!
