This chart pattern can be used to knit a 60 stitches sock but certainly you can use it for anything else, too.
As I have finished the socks today I could now add a German and English knitting description for socks in sizes 38/39.

Note: 60 stitches will only work out when you knit rather wide and loosely.
If you are not sure or a tight knitter use needle size 3.00 mm instead of 2.5 mm.
