This is a garter-stitch shawl, worked sideways, with a knitted-on fichu, slightly ruffled edge of about 2 inches. For larger or smaller sizes, simply work more or fewer inches/cms to center back, for half of desired wingspan. This used about 458 yards of LionBrand Aran wool, worsted weight, or one 8-oz skein, worked flat on US No. 9 circular needles.
My gauge on US No. 9 circulars was 4.5 sts per inch and about 7-8 row per inch.
