This pattern is part of the collection History on Two Needles by Annie Modesitt.

The collar acts as a structured scarf, and can enhance and add elegance to a mundane winter coat. The soft ruffles are built onto a merino “body,” which is shaped with short rows to sit gracefully around the shoulders.

The ruffles themselves are created using a novelty yarn, Cha Cha by Trendsetter, and worked in simple stockinette stitch.
