I have had this question a couple of times now. This is concerning the crown decreases:

You can start (the decrease) any knit round in the pattern, so it could be on a row 2, 4, etc. - but round 1 of the decreases has to start on a knit (even numbered round). The first sentence in the crown decrease section tells you to start the decreases on a knit round.

So, the 2nd decrease round could be any odd round. It really does not matter which one you are on. Just do the pattern as it reads, but do not do the yarn overs. Then, when you are in the cable section, you will knit all the remaining stitches in that section.
