It’s Molari’s Day Of Ascension and G’Kar wears boots just to bug Molari. To quote Wikia, G’Kar is invited to Mollari’s Day of Ascension ceremony. All guests at such an event are required to be barefoot, so G’Kar purposefully wears boots in order to convey an insult. It would have been perfect if he had toppers like these.

How it meets the category criteria

These boots were made for walking & if you’re going to walk that much, you really need boot toppers so there’s no chaffing.

Converting flat to ITR

If the WS rows are purled, then you simply knit them in the round. If they have patterning though, you need to reverse the sts (knits become purls, purls to knits) and work the row from the end to the beginning. And you would only need the sts that are repeated, not the ones before and after the st repeat.
