Pattern is ca 1960s/1970s vintage. It is available from a variety of sources online as a PDF as it is out of copyright. Original needles are vintage British size 10.

You work these booties from the top down. The top has a lace band that matches the dress & bonnet from the same leaflet and you thread ribbon through to snug up the booties.
