I did a version of this in mercerized cotton. You will need to increase stitches if you choose to use an alternate fiber that has no stretch.

I have made and written this dress for a size Medium for height 5’ 4”, 130 lbs: Bust 36”, Waist 31”, Hips 38”. I tried the portions of the dress on as I went to find the correct waist placement and length.
