The story behind this little rhyme is self-explanatory: when put in charge of something, make sure you look after it properly (and no snoozing on the job). Another meaning attributed to it is that this is a story about smugglers in which Bo Peep refers to the customs officers; the sheep represent the smugglers, and the tails the smuggled goods.
