This pattern is Japanese but fully charted using standard knitting symbols (no knowledge of Japanese is necessary). There is a knitalong called Crossed in Translation, which may be helpful.

Pattern calls for Japanese size 7 and 8 needles, which are 4.2 and 4.5mm, respectively.
