The fit of a shrug is highly subjective. The thing to consider is how will the shrug be worn. Is it likely to be styled mostly with skirts and dresses? Choose the size range that most closely matches actual measurements or even go down a size for a more shrug-like fit. For a more casual, slouchy cardigan fit go up a size or 2. The piece shown was knit in the 3rd size and is worn with several inches of positive ease.
