I use the AIO Loom (All in one loom).
Gauge: 8 stitches x 9 rows = 5 cm in Garter stitch.

I`m sure you can use any loom with the right yarn, to make this booties, yes the sizes will not be the same, but maybe you like this booties and wanted to knit it for a two year old, play around with your yarn and loom, and you will see that you will knit in a few minutes new booties.
